Announcement on Fully Promoting Electronic Processing of Trademark Services

To further improve the level of public trademark services, facilitate parties and trademark agencies in handling trademark affairs, and enhance the efficiency of trademark examination and trial procedures, the Trademark Office of the National Intellectual Property Administration shall fully implement electronic processing for the application, acceptance, examination, trial and document issuance of trademark services. Relevant matters are hereby announced as follows:

 

  1. Starting from July 1, 2026, trademark affairs entrusted to trademark agencies shall, in principle, submit electronic documents via the Trademark Online Service System, and no paper documents shall be required. For trademark affairs requiring submission of electronic evidence, such evidence shall be submitted in accordance with the Guidelines for Submission of Electronic Evidence in Trademark Affairs.

 

  1. For online trademark applications submitted through the Trademark Online Service System, applicants may enjoy preferential fees in accordance with the relevant provisions of the Ministry of Finance and the National Development and Reform Commission.Online applications for trademark change services are free of charge, and a 10% discountis available for online applications of other trademark services. The specific fee standards can be referred to the Guidelines for Payment of Trademark Fees published on the China Trademark Website.

 

  1. The period from the issuance date of this Announcement to June 30, 2026 shall be the transition periodfor the full implementation of electronic trademark services (subject to the submission time by parties or agencies). During the transition period, trademark agencies shall make full preparations and give priority to submitting trademark documents via the Trademark Online Service System in compliance with the Guidelines for Submission of Electronic Evidence in Trademark Affairs.

 

  1. For paper applications submitted prior to the issuance of this Announcement, responses and supplementary documents for such applications may still be submitted in paper form. The Trademark Office is currently upgrading its system and will launch a function to convert paper applications into electronic ones. After the launch of this function, responses and supplementary documents for paper applications shall be submitted via the Trademark Online Service System.

 

  1. When handling services through the Trademark Online Service System, parties and trademark agencies may consult through the following channels for any questions.
