In accordance with the Memorandum of Understanding on the Remittance of Patent Cooperation Treaty (PCT) Fees signed between the China National Intellectual Property Administration (CNIPA) and the World Intellectual Property Organization (WIPO), and the Notice on the Pilot Program of the European Patent Office (EPO) as an International Searching Authority for PCT Applications with CNIPA Collecting the International Search Fees in RMB, CNIPA collects the PCT international phase fees on behalf of the WIPO International Bureau and the EPO in accordance with the RMB standards announced by WIPO.
I. RMB Standards Effective January 1, 2026
    Pursuant to the RMB standards for PCT international phase fees announced by WIPO and effective as of January 1, 2026, CNIPA shall collect the PCT international phase fees at the following rates.
PCT International Phase Fee Schedule (Amount in RMB Yuan)
    (I) International Application Fee collected on behalf of the International Bureau

   (II) Processing Fee collected on behalf of the International Bureau: 1,790
   (III) International Search Fee collected on behalf of the European Patent Office: 15,390
   If the fee standards need to be adjusted due to excessive exchange rate fluctuations or other reasons, a separate announcement will be issued.
II. Scope of Application
   These standards shall apply to the international application fee, international preliminary examination fee of PCT applications filed with CNIPA where the date of receipt falls on or after January 1, 2026, as well as the international search fee of PCT applications designating the European Patent Office as the International Searching Authority.
