RMB standard for PCT international phase fees effective from September 2026

In accordance with the Memorandum of Understanding on the Remittance of Fees under the Patent Cooperation Treaty (PCT) concluded between the National Intellectual Property Administration and the World Intellectual Property Organization, the National Intellectual Property Administration collects fees for the international phase of PCT applications on behalf of the International Bureau of the World Intellectual Property Organization at the RMB rates published by the World Intellectual Property Organization.
一、.RMB Fee Rates Effective as of 1 September 2026
In accordance with the RMB fee rates for the international phase of PCT applications published by the World Intellectual Property Organization, which take effect on 1 September 2026, the National Intellectual Property Administration shall collect fees for the international phase of PCT applications in accordance with the following rates.
PCT International Phase Fee Schedule (Unit: RMB Yuan)
(一)International application fee collected on behalf of the International Bureau
| 1. | International application documents not exceeding 30 sheets | 11220 |
| 2. | Surcharge for each sheet in excess of 30 sheets | 130 |
| 3. | Reduction for electronic filing (PDF format) | 1690 |
| 4. | Reduction for electronic filing (XML format) | 2530 |
(二)Handling fee collected on behalf of the International Bureau 1690
If adjustment to the rates is required due to substantial exchange rate fluctuations, a separate announcement will be issued.
二、Scope of Application
This standard applies to the international application fees and handling fees for international preliminary examination of PCT applications filed with the National Intellectual Property Administration whose receipt date is on or after 1 September 2026.
Fees such as the search fee collected by the National Intellectual Property Administration itself, other than those collected on behalf of the International Bureau, shall remain unchanged. For details, refer to the Schedule of Patent Fees and Integrated Circuit Layout Design Fees published on the website of the National Intellectual Property Administration.
